Either USA needs to make the units for platinum higher or UK make them lower, the ratio is making no sense

No, at the end of the day most of her biggest singles, the ones from 80s were certified under old rules Platinum = 1m, Gold = 0,5m, so it is not possible to correct that. I mean LAV (album) is certified only 3xP for sales of almost 2m, only because at the time of its release there was no certification higher than 3xP, Warner never bothered correcting dated certification after higher certification system was introduced.
