She had massive competition in the 90's. The artists that blocked her also had Diamond albums (she was #2 on albums after Celine in 1998 and #2 in 1999 after Britney. The Come On Over sales were split between several years 

 

Also she was #2 in 2003 on the album artists list after Norah Jones who also had a Diamond album.
