It did. IFPI tracks shipments, not sales. 25's 2017 physical sales were mostly shipped before the end of 2016.

We all know Adele had the biggest selling album in 2016. Globally she sold a good 2 million more. Theyve just distorted the facts with their messy shipments policy. Which means they over inflated Adeles 2015 numbers then grossly under estimated her 2016 numbers.

 

I mean, just look at how much Beyonce and Drake sold outside the US.
