The 80s produced some of the biggest and most remembered pop songs of all time, many of them didn't reach #1. Charts can certainly point to an artist's viability or market trends but they certainly do not speak to how well songs age.

You can't use that argument here since Oops wasn't fully pushed as a commercial single unlike those two Xtina #1s. It would've definitely peaked much higher otherwise.
