They aren't exactly wrong about his popularity here. This is the first era that he managed to get an song within the top 100 (either streaming or airplay) and so is far the only one. He's popular within a very niche demographic made of teens and young adults that listen to international rap artists.

One Dance was also a huge hit, even bigger than God's Plan on Brazil Spotify.

 

In My Feelings was also clearly a cute little hit, as was Hotline Bling.

 

So he clearly has a presence there (not a huge artist, but a presence) seeing as he has multiple eras with multiple hits. He's also clearly global. Superstar in North America, Oceania, and Europe + has decent presence in parts of Asia/South America.

"One Dance" and "Hotline Bling" were the type of songs that had legs on their own rather than smashing because of him.  But yeah, now with Scorpion he is popular here.
