No. She is a pop icon. In the same way that Backstreet Boys, Spice Girls etc were. She was well on her way but her career moves post 2004 kind of turned her legacy into joke and because of that doesn't really put her in a realm of Madonna, MJ, Prince etc. 

 

Pop icon for sure though.

she became embedded into pop culture

she had #1 albums and singles in 3 different decades

she had 15 years of hits.

album in rock n roll hall of fame

video vanguard winner

iconic songs videos and performances 

been referenced and used as a blueprint by her peers and two generations following her

and a Grammy winner 

 

it’s her impact influence and sustainability throughout the. Highs and lows that make her legendary 

 

now musically she’s just iconic.

in pop music pop culture and entertainment 

 

she is a pop legend and a legendary icon.

 

just like there is levels to superstar icon status there are levels to legend status.

 

i”d go with legendary at least 

 

also so many legends have tarnished their legacy Elvis MJ Whitney etc doesn’t stop them from being legends.

This. Though I’d argue she’s a bigger icon than the Spice Girls (who basically lasted 2 eras in the US). To us fans she’s a legend, to everyone else no.

The thing is..those legends you named may have tarnished their IMAGE due to PERSONAL lives. However, They still remained highly respected MUSICALLY and as ARTISTS/PERFORMERS regardless. Which is what has shaped and has and will carry on their legacies hence why the keyword of my post was her CAREER moves post 2004 have tarnished her legacy. I specifically said career for a reason. I'm not talking about personal issues

 

That's really the difference. I'm not talking about Britney's mess of a personal life. What has been tarnished about her legacy is her as an artist. She was never all that respected musically to begin with as is but she was revered as a good performer. And that is what was going to carry her legacy. That has been completely tarnished. Had Britney gone off thw rails and continued ti stilk serve quality and good performances that might be a different story. But she has turned into kind of a joke as performer/artist.

No one in the 2010s makes the kind of teen pop she was known for. I agree with the other poster in this thread that she’s in the same tier as the Backstreet Boys. Will always be cute for a throwback but they don’t have real legacies. Girls like Beyoncé, Gaga, Taylor, and Rihanna have surpassed her.
