...wasn't The Fame Monster released in the last couple of months of 2009 and then combined with The Fame? This is hardly 'catalogue' sales when it was sold packaged with a new album at the beginning of the decade.

With TFM EP it's actually at 3.5-4M.

TF was released in 2008 august, there are a lot of albums that were released in 2008/2009 and they aren't at number 1, so why is that?

No it wasn't.  I wouldn't call a 1 year and a half album packaged with a 3.5 months old re release a " New release". 

3 months are a lot, a lot of things can happen for 3 months, let alone 2 years (2008 The Fame selling too)

It wasn't 3.5 months old though, was it? It was released at the end of November 2009, packaged with The Fame. I'm just saying that labeling this as 'catalogue' sales isn't particularly accurate. But good on her for those sales.  She slayed.
