I would say that Kelly Clarkson is a great performer. Even though she doesnt dance and everything, she still puts on a great show with lots of energy, jumping around, and a lot of interaction with the audience. Ive been to one of her concerts and i had a smile on my face the whole time. 
Talk to strangers, they have the best candy ;)

If beyonce cannot dance who can ? And she never lipsyncs the verses , she just lipsyncs the chorus and just because sumtimes her chorus are too fast and better to be heard on a performance
and i dont know any artist which really sings on the chorus and last beyonce does a lot of amazing things with her voice on chorus part

All she does is dance..move to the left...and dance some more. She cannot perform at all. I turn the channel when she comes on cuz she has no presence.

What I want say is that the vocal isn't the most important part for a performer. When I'm thinking about performers, I think: Madonna, Britney, Janet etc... people with huge stage presence who can put a great show with a lot of dance. Not who's gonna sing live !!

Okay, reading through this thread, I came across a lot of idiotic post. But this one, by far, takes first place as being the most ridiculous of them all. Britney Spears sounds ABOSULUTELY horrendous whenever she sings both Everytime, and Shadow live. I mean really, I've heard dogs howl better than Britney can sing.
Futhermore, like mentioned by a couple of people throughout the thread, some of you guys are going WAYYY off subject. The first poster specifically asked, who is the best ALL AROUND performer (vocal, dance, and overall stage presense included). And for some of you to say Britney Spears as being that overall great performer... THAT ladies and gentlemen, is just ridiculous. I'm not taking away from Britney's talent, since she obviously posesses some. But she is by no means the best overall performer.
