They both are expected to release an album in the 4th quarter. Both of their past albums sold 1 million in the first week alone.

Since you're asking me only USA, most likely Taylor. But Taylor has the unfair advantage of appealing both to country and pop fans. Taylor and Gaga are, in other words, not really comparable.

You should compare Gaga's first week sales to other 100% pop musicians who have debuted or became huge relatively recently like Katy Perry and Rihanna
