Why Xtina is unpopular in France?
France is the 5th most important / prestigeous market in music industry.

Yikes, they really don't use her
Although I've noticed American artists in general chart less in France - maybe Francophone recordings take precedence first.

I think France is very sweet and flexible market, actually a lot of international divas find success there like: Lady Gaga, Rihanna, Shakira, Katy Perry, Beyonce, etc.
Madonna is super successful there, and Britney has several platinum albums there and all of her albums certified.
So thats why I find weird that huge cold response french people have given to Xtina.

Although American artists tend to have great advantages of being played in foreign countries, it seems that sometimes individual countries are more resistant.

Not necessarily.
Shakira's "La Tortura" peaked at #7 on the French singles chart. Its respective fully Spanish album ("Fijacion Oral Vol. 1") peaked at #6. Her "Sale El Sol" album, which is primarily Spanish, peaked at #1 and is certified as Diamond.
These are just examples of Spanish language songs/albums, so really France can be quite accepting of other music.

I know you don't honestly care about France.
She's popular enough over there, and the good amount of records she sold last year with her top 3 hit shows that. She's global, and that's all that matters.

thats not an excuse.
France is a popdiva lover / supporter .... usually popstars find success there.
So its weird the cold response ..... has she promoted there or something? .. because looking at her results I could swear she is like a D-list / E-list minor celebrity there.

Not really Rihanna has plenty of hits there, so does Madonna and Britney. I think its because her music never appealed to France. France seems like a tough country to crack, but once you made it you stay there. Shakira is also pretty huge there.

Dont they have certain quotas in France where they have to play 50%(or whatever) French music?
UK artists do quite well there. Adele obviously, but now also Birdy is quite popular right now.
