What did everyone expect? 
Gaga in jeans and having young adult females with a painted on smile handing out samples? This is lady gaga. Of course it's going to be eccentric and over-the-top. Everyone acts so surprised, even after four years of this.

Well I knew it was going to be over the top but it's perfume...and I thought it wouldn't be as dark...I know we're still in the BTW era but I thought the perfume would be foreshadowing what to expect in the next era. None of the Gothic imagery going on.

The perfume is black and it still goes with the concept of the dual-edged sword that is fame. Remember her 2009 VMA performance? The ugly side of fame. She's been continuing this concept ever-since, so I'm not surprised the launch had a more gothic-approach.
