Did Madonna write any of the songs? If she didn't she wohn't make much of it. And I believe Madonna has a big chance of being in the top #10. Perfumes makes them money 
Like facebook and twitter? She doesn't even have followers and only 10-13 million facebook likes. And almost zero youtube views. And that's what Forbes look at the most. Social ranking.

It doesn't quite work like that, they base Social Media rankings on the amount of times a person was mentioned on Twitter and Facebook not the likes or followers, which makes more sense.

They use a system to do rankings, if it was only based on money every year it wouldn't be called a power list, they have a list where they rank only money and no singers make it since obviously CEO's and etc... make big money.
This list is based on someones all around celebrity and starpower in a given year.
