People will say it's because she panders to them but really... it's because she's the most exciting, biggest, etc. we've seen in a long time. Most of her fans weren't around for Britney, even.
A lot of reasons. Also she's talented, so she has credibility.

She is always ahead of the game. Just Dance, back in 2008, was so fresh & exciting & one of the best debut singles ever. Then she hit even harder with Poker Face, which is when many people really began to take notice of her & ask who the heck this girl was, which is why The Fame started spending weeks inside the Top 10s of the world.
Her DEVOTED fanbase increased with the next two eras. The Fame Monster was such a fascinating contrast to The Fame that people couldn't help but remain interested. With the music better than ever, & yet again innovative, she was impressing quite a lot of people.
ATRL may think BtW is a flop but it's not at all. The messages she is preaching are helping her gain new devoted fans since she is someone that will always make them feel proud about themselves & she can increase someone's self-worth. But despite some cheesy songs, her music is still good & full of grit. GaGa may change her style, but she is constantly creative & different. Her music matches her fashion. As I said, her messages she tells her fans are ahead of the game & the future. Not to mention she has amazing talent, she has a voice that caters to both young fans & old fans. She can slay a choreographed dance & slay an acoustic piano number.
She pretty much has it all. Her name is so relevant in today's pop culture that she is referenced everywhere. Someone dresses noticeably at your school. "Oh, she looks like Lady GaGa".
