Mariah is the best-selling foreign artist of all time in Japan, is always one of the top 10 best-selling females in most European countries. She is also more popular across Asia than Whitney. So it's definitely her.

The answer is Whitney. The Bodyguard is the biggest female album of all time. On top of that, she had 2 other albums cross 20 million.

Mariah had massive success with Music Box and Daydream but it just doesn't rival The Bodyguard.

So at their peaks, Whitney was more global.

Whitney maintained global relevance/dominance for almost 10 years. Mariah for about the same amount of time- her late 1998 #1s release was massive worldwide.

Mariah was more consistent, sales-wise, and sold more records overall, by a huge margin.


But then again, The Bodyguard is/was bigger than any Mariah era, so it could be either/or, depending on how you spin it.


Celine sold more than both, though, but she had little to no impact outside her record sales in the late 90s.
