I'd say Vogue. It revolutionized how dance music worked in the 90s by introducing House to the mainstream audiences.

Hung Up also was important in the rise of electropop/nu disco but its nowhere near as massive as Vogue in terms of impact.

I don't know how to explain it! I think Hung Up made a bigger impact than Vogue but "Like A Virgin" and other Madonna classics made a bigger impact than Hung Up.
