Janet has the more pleasant sexy/ baby voice thing that popstars do.
But Britney is stronger vocally solely on the fact that she actually could belt songs back when she was a kid on talent shows. I choose Britney because she once was strong vocally. I never heard Janet belt anything.
I never understood how some singers voices can change so much and others stays the same.
Michael Jackson for example had an amazing voice when he was young (like Britney) but when he got older his voice got razor thin.
They're both good singers but Britney is better and her voice is not thin, not in the slightest . She was known for her powerful voice in the "MMC", Ruthless!, the dozens of SINGING contests she won and everything pre-Jive. Even to this day, there's tons of demos showing she still got it in her.
I don't think Janet could pull off her recent stuff like "Inside Out" (especially when her last recorded D5 comes from Rhythm Nation 1814), "Blur","My Baby","He About To Lose Me" or "Don't Keep Me Waiting", "Criminal", let alone the songs on her first two albums.
Also, they're both very versatile but don't try to downplay Britney's abilities... I love both ladies and heard all their albums, Britney sings differently ALL THE TIME, even more than Janet. She's a vocal chameleon.
Just take a listen to "Hold It Against Me" (urgency, yearning), "Trip To Your Heart" (tenderness), "He About To Lose Me" (sadness),"How I Roll" (relaxation, evasion) "Criminal" (bittersweet), "Gasoline" (eroticism), "Inside Out" (resolution), "Till The World Ends" (intensity), "I Wanna Go" (freedom) and each time, you'll hear that it's a different part of her that she showcases. If there was one thing to explain her longevity, even after all that has happened to her career, it would be this. It's been her vocal trademark since the beginning, an added value when 90% of pop singers have 3 or 4 different singing styles, at most ( for uptempos, midtempos & ballads)...
And I wouldn't include live singing in this debate since Janet & Britney (along with Madonna) are the biggest lipsyncers in the history of pop music (and also the best entertainers, it goes hand to hand at this level). But she does have some good ones too:

I think it's time to accept Britney's vocal abilities are near gone. Britney use to have 3 octaves during her teen years, and now i'm pretty sure she's at less than 2 octave at this point. I've heard those FF pre-recorded vocals, and those are atrocious. I don't know how someone can go from a strong vocalist in their early years and decline to almost nothing.

Uhm Britney still sings too. you don't think she was singing in her recent albums? Blur, out from under, unusual you, he about to lose me. I have yet to hear a current Janet song where she sounds better than Britney.
