The fact her singles are generic doesn't mean she's not good.
People love her, she sells albums, singles and is famous. You don't have to be special or create something new to be part of the music industry 
Katy is by far more succesful than Nicki in US and WW, so people care more about her in the industry than Nicki, is a fact.
And Nicki raps, but she's not selling millions because of that, she's not the biggest female rapper of all time, she's just moderate succesful rapper who's releasing pop songs in order to sell more singles.

Nicki is the ONLY female rapper on the charts and Katy is the BIGGEST singles artist out there. Both are irreplacable.

Not people saying Katy's songs could be done by anyone. 
Domino, Brokenhearted, How We Do (Party) among other songs, all sound like Katy rip-offs and which one of them had Katy-level success? 
Katy's a brand at this point, and she's managed to capitalize on generic music to the point where people identify it as her signature sound. Even the pop half of RR got compared to Katy.
