But her dressing in outrageous outfits wasn't her idea though, it was her label, rob fusari and some people that helped come up with her image and the kind of music she will be singing. She was a plain jane singing in bars struggling to make it big before she sold out.

Lady Gaga was an artist way before Rob Fusari even got involved with her (before talking to executives at Def Jam), by that point she had already released Red & Blue by small number and collaborated with Lady Starlight in local bars within New York. From there she had also worn "not so normal" clothes, but due to her lack of success at that point, she did not have the funds to wear the fashion she desired (like MOST people in the world who don't earn millions of dollars).
It was from the point of Def Jam dropping her, and her first major pay check at Interscope was she able to grasp the fashion she desired by buying the same outfit multiple times in numerous colours. As you can also tell by the evolution of Gaga's fashion, she was able to move on from self-creations and started wearing actual designer (see Paparazzi onwards).

I don't think it's that cut-and-dry though. Rob Fusari got her moving in a new direction, and yes, her label helped assemble her style and image but she took it from there. She was dressing provocatively before she signed with Interscope after all.
