You could make a case for each one of them to be in role models in their own way. In a traditional sense it's obviously Katy, but that doesn't mean the example she is setting is more powerful than the others.

Gaga does a lot of inappropriate things even though her overall message is a really strong one.
I'd say Katy out of these options, since she doesn't do anything outside of her song lyrics to set a bad example.
