Gaga just moved at the right moment on the right spot and aimed for the right support, if Gaga didn't happened, dance bandwagon would have taken a bit longer but probably someone else would have taken the spot Gaga has now.
It is all about luck and having the right support.

The only major girl it would've effected would be Nicki Minaj... MAYBE Christina would've been more successful with Bionic, but I highly doubt it
Katy was already moving towards a pure pop sound with I Kissed a Girl/Hot n Cold, Ke$ha doesn't remind me of Lady Gaga in any way, shape or form beyond 'they both have blonde hair' and I can't see any change between old Rihanna and new Rihanna that would've been effected by Gaga.
EDIT: Just saw the Gwen comment. Yes, the girl who last released an album in 2006 would suddenly have a career again if Gaga didn't exist. If Gwen wanted to release an album and be successful again, she would, Lady Gaga wouldn't change that fact.

The success of the song would make Left eye not want to go solo, therefore she wouldn't need to go on her spiritual journey in another country, and then she wouldn't get in the car accident
