Not really, it just shows the opinion of a group of people; the readers of TIME. Which is an American publication. It doesn't really mean much since most of the people who end up on the list are there because of their political impact. It's a bit strange to use this poll to gauge relevancy rather than the more obvious channels such as YouTube, blogs, official music sites like MTV, Billboard lol.
