that screenshot is from Radio 1, Starships is in the C-list and the star means 'new to the playlist', if that isn't 'sent out to UK radio' I don't know what is.

No. There's an entire process to sending a song to radio in the UK. It's all digitally done and tracked. Universal haven't "uploaded" Starships.
