Yes, tons of people do . Gloss over lipstick - either to get a more even colour on both lips when one lip is a different shade to the other or to get a richer colour in general) and some people put it further around their actual lips to make them look bigger/fuller, I've seen the latter more on celebs then the public though - but it's the dejected expression that makes it look like the above.

However, just to complicate things abit more - she could have bypassed all of the above and used a ton of a 2 in 1 gloss/lipstick
