Her later eras had more successful tours, singles, and went on to sell more WW (I believe). Kiss & Tell has outsold the others in the US cause its been around for 1-2 years longer.
Well let's be honest, it's hard to tell with her discography exactly which of her albums is least successful.
Anyways, even though it was a "flop era", Miley still wins. Can't Be Tamed's sole US single went top 10 and went Platinum, the album still performed well WW and her South American/Austrailian/Asian tour still grossed 25+M on 21 dates.
