When you're comparing an artists discography. You compare her second album and his...mind you she's never discounted her albums for sales...

she still charts extremely well and sells without even proper promotion.
Mind you, its the digital age...**** that record companies do to sell albums is entirely different circa 2001 when pirating music wasn't really around.

Britney spears' album can leak months in advance and still sell more in her first week.

Not to attack you, but you forget that Brit also has a well-established fan base.
She also appeals to a much wider audience. Justin has 1 target group and anything other than that doesn't compare to his initial group.

I guess the labels are beginning to discount in order to get sales, seeing as no-one wants to buy nowadays

In Britney's first few years she had a large teen and younger fanbase much like Bieber. Only difference was it wasn't just girls but guys too. So maybe that helped Britney then.
