She's not going to announce the single any time soon. She's actually trying to be very secretive about this song.
This single is supposed to be released after "Get It Started", her collaboration with Pitbull for his upcoming album. That song will gain in popularity, putting Shakira back in the public eye, and from there she will launch her own lead single.
Anyway, Shakira is scheduled to perform at the Today Show Summer Concert series on August 17th. So the song will at least be out by early August.
