The editing makes things really confusing. It shows Katy getting an AMA award but then cuts to Gaga coming from winning an EMA and Katy congratulating Gaga for the win. That's what he is trying to say. It was Katy congratulating Gaga, not Gaga congratulating Katy.

Gaga won her first award(one where she had to accept it on stage) of the night and after that she had to go get dressed because she was performing Marry The Night. I remember that specially because 97% of you complained that she was on the moon too much.
