Well they look alike appearance-wise (some similar facial features) which probably is the main-reason to people thinking she's copying Rihanna. I think the cover looks more like BTW deluxe than anything.

I agree with both of you, but maybe they're just trying to emphasize that the album is called ORA and not "Rita Ora"....And I think that not putting "Rita Ora" on the cover might cause confusion to people who aren't familiar with her. Personally, I prefer when an artist puts his/her name on the cover.
