The people who make the biggest mark have both. Sales mean nothing without impact and there really is nearly impossible to have widespread impact without sales.
Cultural impact is something that is more and more difficult to accomplish as the music industry evolves; what we think of as "impact" today is laughable compared to the heights of MJ and Madonna.

Impact by far. Cultural impact cannot be denied. At the end of the day, record sales is just a stan talking point/bragging rights. Nobody who isn't well versed in pop culture remembers or cares for them.
